Educational Campaign Services for Referenda
Speer Financial Educational Campaign Services for Referenda will include but not be limited to:
  1. Meet with the key staff and elected officials to analyze historical and projected:
    1. Staffing patterns.
    2. Policy, personnel and political issues.
    3. Service usage.

  2. Meet with the key staff and elected officials to formulate an educational and informational campaign to make voters aware of the project benefits and costs.

  3. Meet and work with the Agency in the formation and/or tasking of a team of registered voters (Citizens Committee) committed to informing peers about the project.

  4. Meet with the Citizens Committee to provide suggestions on assigned tasks, timelines and subcommittee organization, etc.

  5. Work with the Citizens Committee to develop a theme with a verbal message (Speakers Team), a written message (Publicity Team) and other task groups.

  6. Attend a Community-wide Public Hearing to communicate financial facts to those attending.

  7. Work with specific subcommittees to develop and implement strategies to educate and inform the registered voters.
